Figure III.14 This 1989 image shows the 50 MWe reactor, which was still incomplete in 1994 at the time the Agreed Framework was signed. Continuing down the road past this reactor, one of the suspect waste sites can be seen about 230 meters to the right of the road. In photos taken later and shown at the 1993 briefing of the IAEA Board of Governors, this waste site is no longer visible. The new waste site, which North Korea claimed had been built in the 1970s, does not appear in this photo.
