In April 2001, ISIS co-sponsored two seminars in Russia to discuss case studies of Western nuclear export control failures. A key focus of the seminars were the experiences of several German technicians who provided technology, materials, items and "know-how" to Iraq's gas centrifuge and nuclear weapons programs in the 1980s. The Russian co-sponsors of the seminars were the Center for Export Controls (CEC) in Moscow, and the Export Control Laboratory of the Institute for Physics and Power Engineering (IPPE) in Obninsk. A second workshop in the series at Obninsk was held in April 2002 which focused on the development of strengthened internal compliance systems. Announcing...
